I would think that threatening to use firearms to murder people in cold blood makes him a less "responsible gun owner."

They will have to fire this guy. They should fire him just from a lack of human decency standpoint. But from a more practical ass coverage standpoint keeping this guy on the force after a statement like that would be a huge potential liability for them. Any questionable police shooting down the road by a policeman under this guys command would put their ass in seriously legal trouble.
