Question about Senate race

I read that Gore had conceded then took it back when things were close. Could the lady who conceded (I can't remember her name or state) withdraw her concession? I think she made a mistake. I think she could have forced a run off.

Had Collins gotten less than 50 percent of the vote they would have invoked rank choice voting. Since Collins has over 51 percent it did not apply.
