There were 8,899 absentee ballots from military and overseas voters that hadn’t yet been returned to election offices in Georgia as of Thursday morning, according to the secretary of state’s office. Another 17,529 overseas ballots had already been returned and counted.

The 8,899 have NOT yet been returned. Whatever arrives TODAY is all that will be included in the totals. It's highly unlikely that all 8,899 will arive today.

The poor reporting of these ballots happens EVERY cycle.

Even the full count has never added/subtracted more than +/- 2-300 votes if my memory serves me.
