Biden probably wouldn't have ever been behind in the first place, or at least he wouldn't have had so much ground to make up. When they knew they were sending out all these ballots in the mail, they should have begun preparing for how to get them counted. If they had cumbersome regulations that stood in their way, they should have called on the legislature to change some things so they could get the job done. This was a different sort of year because of Covid, and it needed people who could use their foresight to make things easier.
