to count plus 100,000 provisional left to count (some counties have already counted their provisionals, that's why they got nervous about those small red county provisionals breaking for Trump at around the same rate that Election Day voting broke for Trump)--but we'll see, it's confusing.

It has to do with the # of ballots still uncounted. As those go down, as Biden's lead reaches a certain level, they'll call it.

If Biden was up by 100,000, and there were still 300,000 outstanding, they wouldn't call it.
