If they are in contempt of House, the Justice Department is in charge of encirclement. add Bill Barr to the list. Issue the subpoena and if he refuses have his old justice department that he tried to destroy take him into custody.

If a witness defies a subpoena, the committee can report a resolution of contempt to the full House. On the floor of the House, the reported resolution is considered privileged and, if the resolution of contempt is passed, the House has a couple of options: it can follow the inherent contempt procedures, which are entirely within the House; the witness can be arrested by the Sergeant-at-Arms for the House, brought to the floor of the chamber, held to answer charges by the presiding officer, and then subjected to punishment, including possible imprisonment, but this process hasn't been used since the 30s. Or else the presiding officer of the chamber is instructed to refer the matter to the U.S. Attorney for D.C. for consideration by a grand jury.
