Does anyone here know whether *any* EO can be reversed by another EO?

An example is the pay raise for Federal employees - the law allows the President to implement an alternative pay raise by EO if Congress has not set one in the budget bills.

If the Chief Executive orders three double cheeseburgers, large fries and two scoops of ice cream, anf he eats it all, that executive order cannot be reversed. Pretty much everything else is reversible.

I think the supreme court DACA case covered this. DACA was an executive order by obama and trump tried to end it. Supreme court said you just can't arbitrarily end a thing because there's a law that says rules have to be made a certain way.

18. Yes, an Executive Order is a permanent record and it is never altered, however...

a new Executive Order can change it; "....replaces and revokes Executive Order XXXXXX" is something often seen in Executive Orders.
