Also what did he do with funding that was allocated by congress but not sent for relief, etc. because they were people or states that were not "nice" to him and just used to pay big salaries to favored companies doing shitty jobs building his wall, and other things he wants to spend big money on.

There are a few I could definitely do. But it would mean moving back to DC and leaving the family here - including a new grandson. Not sure I’m ready to do that. Thankfully there’s a deep bench waiting in the wings. I suspect most will be filled in record time.

Only Democrats. I looked up a few that I know from the Obama Administration. I know at least some of them were filled by Trump, but they’re not listed.

how relieving and what an improvement to have a competent President who is on top of things instead of a stupid buffoon who showed up a month later thinking they didn't have to hire anyone.

In my "career," I learned how far a projection of self-assurance could get you. That, and a clipboard. One of those is powerful mojo.

https://www.rawstory.com/2020/11/biden-team-making-plans-to-blow-through-any-mcconnell-roadblocks-report/
According to The Washington Post, Biden’s transition team has been given government-issued computers and iPhones for conducting secure communications, and 10,000 square feet of office space in the Herbert C. Hoover Building in Washington, although most of the work is being done virtually because of the coronavirus pandemic. His advisers have been granted temporary security clearances and undergone FBI background checks to fast-track the processing of personnel who can receive briefings on intelligence.

So at least the nation's 2nd president of color (the orange fuckwad) hasn't found a way to block these initial major transition steps.

And get a staffing budget to give a huge boost to the IRS- to be able to start pursuing those tax cheats who have been without oversight for years.
