Who can initiate removal of the president under the 25 Amendment? Would it have to be Pence in the case of Trimp

That would invoke Article 4 of the Amendment. Trump would say he’s competent and take back the presidency. If they challenge his ability to discharge his duties again, it would go to Congress where BOTH houses would need to vote to remove by 67%.

the VP AND the majority of the cabinet. Alternatively, the Congress can pass a law to designate "any yther body" to replace the Cabinet in this process
