isn't it? Early on CNN or MSNBC they were saying the GSA wasn't recognizing Biden as president elect, which would impede the transition.

They had not authorized money, office space, anything to get the process started. Should be pretty easy to go to court and get this going. Its not a custom, its a specific law.
