The bulk of what’s left is Maricopa, Pima and Pinal. And Pima hasn’t reported today yet, I don’t think.

Pima is only at 96% reported. It's currently showing a little over 490,000 votes cast, so 18,000 sounds exactly like what would be left there.

Pima County is currently reporting 96% complete at NY Times, and it's at 492,232 reported. That would leave somewhere around 20,000 votes out there, so 18,000 sounds about right. If those 18,000 hold roughly the same split as the rest of the county (58.9% Biden to 39.4% Trump), then Biden stands to gain anywhere from 3,000-4,000 from the county (I'd bet 3200-3700).
