They are calling it an audit because GA doesn't require automatic recounts. Trump could ask for a recount, but he isn't entitled to a hand recount.
So SOS ordered a so-called audit, which will consist of GA recounting all ballots by hand.

would have required more work to identify the necessary number of random ballots in each county. It was easier and probably quicker to just recount the whole shootin' match

Moscow Mitch doesn't care that Trump lost as long as he still controls the Senate. If he can discourage Georgia voters from showing up in the January run-off there's a good chance he'll hold on to those two seats. If he loses both of them he loses the Senate; if he loses one he has a 1 vote majority which gives him the Senate but with a razor-thin margin. So he's having GOP minions sow doubt about the Georgia election process and give voters the feeling that turning out is futile.
