Is Trump deliberately doing a Scorched Earth policy regarding Covid...?

...in the last days of the Third Reich, Hitler ordered Germany to be destroyed. Cities, power plants, roads, farms...everything. I don't know, but will say this--if he *was* initiating a scorched earth Covid policy, he'd be doing--or, rather, *not* doing--exactly what he is now.
