The original deadline for ballots was 8 PM on election day. If you didn't properly ID yourself n your absentee ballot, you have 6 days from the due date to fix it. (Come in with ID, provide last 4 of SS, etc. I don't know the details for PA as to what constitutes ID - but whatever it is, you have 6 days to get it done.)

Under ordinary circumstances, you'd have to fix it by Nov 9 (since ballots are due on the 3rd).

The PA Supreme court extended the due date for mail-in ballots to Nov 6. The SOS decided that also extended the fix date (even though the court didn't expressly address that question). The SOS allowed people to fix their ID issues until Nov 12 (6 days after the new Nov 6 due date).

The decision Trump won was that when the PA Supreme Court changed the due date for ballots to the 6th it didn't change the fix date to the 12th.

So the few voters got their ballots in on time, but messed up their ID - BUT - who fixed their ID issues on Nov 10-12 were too late. Their ballots won't be counted. (Fixing the ID between Nov 3 and Nov 9 is OK. During the extra 3 days is not.)

It's a technical argument - only possible since the statute is written as X days after an event (to account for the fact that the date of the election changes every year)

PA law gives a certain number of days after the ballot due date to correct deficiencies in identification for early/absentee ballots.

When the receipt date for mailed ballots was extended by 3 days, the SOS extended the correction date by 3 days. The Commonwealth Court (intermediate state appellate court) ruled that the SOS did not have the authority to extend the date for correcting identification.

It involved a handful of ballots, which the court said could not be counted.

That reasoning doesn't leave much room for argument. (I can imagine myself drafting that, muttering to myself, "So there!! Your weasley gaslighting is not going to work here . . . I'll draft this sucker so there's absolutely no room to wiggle out of it.)
