(32,594 posts)... and I called this 2 weeks ago. Provisional ballots were mostly issued to voters who requested mailed ballots, and then they surrendered the mailed ballots on November 3rd and opted to vote in person instead. So who was doing that? Mostly Democrats, very few Republicans.
There was another reason for provisional ballots: if something glitched in the new electronic voting machines (just installed this year) then people were offered a provisional ballot instead of the voting machine. Also if someone showed up to vote and (for whatever reason) they weren't in the vote registry, those people got registered on Election Day as long as they could show ID and proof of address, and also allowed vote on a provisional ballot. Again, these things were more likely to happen to Dems rather than Repubs by a 2-to-1 margin.
So of course the provisional ballots are going to break for Biden by about 2-to-1.
