On edit - very strange - landed then took off and climbing on altitude

If you go to the link in the OP again and scroll in on its ground movements at Tampa, it went to an Executive side of the airport. Looks like it started taxiing from Signature Flight Support.

There is a postal facility I visit a few times a month right on the other side of that north/south runway

...it is returning back to Andrews AFB.

My guess is that it is a NATO plane and this particular aircraft is registered with Portugal.

Maybe a military exercise? Maybe a Diplomatic Run?

It is fascinating to speculate...
