Last year, Rio Carnaval was normal. It went as normal because there were no recorded incidents of Covid yet in Brazil. The first case in Brazil was Mid-March. This year originally it was postponed to July. I don't have an update but Covid is raging in Brazil right now.

PS. correction: the Carnaval 2020 (this year- Feb 2020 ) went on as normal. Carnaval 2021 is postponed.

12. I thought the last week of Carnival was shut down in Rio

as well as Venice and New Orleans. I know that I was personally concerned about the events even though the virus wasn't that well known yet. My antennae went up early.

I was in Rio on the 16th March and everything was normal. The pandemic news dominated as a topic, but the first incident diagnosed in Brazil was a traveler from Italy around that time, mid-March. The local expressions at that time was that it was a "gringo" disease, or a "rich" person's disease, since the epidemic was traced to international travel. Those expressions are long forgotten as the pandemic took off like wildfire in Brazil.
