He is has been a representative of the 2nd District in LA since 2011. Will a Democrat replace him in the House?

(21,600 posts)That said, it's a bold choice. Richmond has a tendency to get off script - which could cause Biden a few headaches.
But he's charismatic and has good relations with business.
I trust Biden's judgment though; if he likes him, he must have good reason.

(32,017 posts)But we probably cant fill the seat until 2022. House Members dont usually get replaced by the Governor like Senators do. It will come down to LA law (with which I am not familiar).

(128,458 posts)It used to be the Rep. William Jefferson's seat in New Orleans, where the first Vietnamese Congressman was elected (as a GOP member - the only Republican to vote for the ACA) just after Jefferson had to resign, and then the next election cycle, Richmond won the seat.

The exact timing of a special election to fill the seat hasn't been set, and depends in part on when Richmond's resignation takes effect. He has said only that he will resign by Jan. 20, when Biden is set to be sworn in.
Gov. John Bel Edwards also has some latitude on when to schedule the special election, but an open primary in March and a runoff in April, which would coincide with already scheduled municipal elections, appears most likely.
Edwards said Tuesday he would consult with Richmond and Secretary of State Kyle Ardoin before deciding on a date. A spokesperson for Edwards said Wednesday those discussions hadn't happened yet.
