9. So, what are his next steps?

Try to convince the legislatures to award him electoral votes, regardless of the apparent (il)legality of doing so. Barring that, perhaps more blatantly illegal moves. I have a hard time envisioning him not trying every tactic at his disposal, of which there are a number.
