I have no clue as to whether they will be able to certify the state-wide election without those counties.
I hope I am wrong.

Long story short, a few counties need more time. It happens sometimes, no big deal, state certifies a little later without issue.

Allegheny county certified it's count 2-1, with the GOP rep, I believe he's the Allegheny county R chairman, voting no.
There is a small glitch in Allegheny county due to 2000+ ballots that were not hand-dated by the voter, but were date/time-stamped when they were received prior to 8PM on election day. The PA Supreme Court just ruled that those ballots are to be counted. It won't affect the presidential race, but it will ensure incumbent Dem Jim Brewster retains his state senate seat where he is currently leading his challenger by exactly 1 vote. Once those ballots are counted, they will be certified serperately as will any other ballots that are were segregated and held pending the outcome of lawsuits.
