The total appropriation is $9.9 million, of which $6.3 is designated for the incoming administration:
"GSA has requested a budget allocation of $9,900,000 for transition activities in the FY 2021 budget request, of which $6,300,000 would be for a new incoming Administration. This funding will be managed on behalf of a new President-elect and Vice President-elect, and specifically becomes available when the Administrator ascertains an apparent winner of the general election that is not the incumbent"
