I see it more as someone loyal to Trump in way over their head. Most everyone he appointed was unqualified for the positions they held. It would only stand to reason that she was/is as well.

I have been in the camp that the whole delay is because there is so much evidence in documents that should be handed over.

We used to talk about this when I was a Civil Servant.

Actually had a guy doing some shady stuff with a contractor. He thought he could just delete his email.

But, if I sent an email, and the recipient forwarded it, and the people it was forwarded to also forwarded it, and those folks forwarded it...well, before you know it, there's hundreds of my original email out there.

I'm not sure about how What's App works, but I do believe the Biden DOJ is going to be able to find a shit ton of corruption.

It's why I hope the new AG has a background in Cyber Forensics.

But that's because I know how government agencies work and almost everything is stored on computers and actually deleting it so it couldn't be recovered is difficult and couldn't be done without career civil servants, who aren't loyal to Trump, knowing about it and letting that information get out.
