Behind running the government as a business (though I disagree with it), but you might want to get a SUCCESSFUL businessman.

By actually spending some of the cash that they bring in, that enables them to spend more on themselves. Going to court and losing is free publicity. You get $18m in donations. 60/40 split with 40% going towards the purpose, in this case, recounting the vote trying to find fraud. They still have $4.2m to pay Rudy G.. You have $!0.2m to pay your people to keep the grift going. I am making up my figures, but with Trump everything boils down to personally taking cash out first thing.
