Deciding priorities for vaccines.

The spouse had a great idea. For the next couple of months, everytime people are "caught" violating mask or other mitigation orders/recommendations, a citation is issues. Nothing to bad, maybe a small fine. But more importantly, it goes on their record. When it comes time to be vaccinated, first your record gets checked. If you were cited for violation, you move to the back of the list. Also, if you are seen on TV, or posting on social media, anti-vax, anti-covid, or other "hoax" related efforts, you move to the back of the list. I'm sure it'd never pass constitution muster, but it does have a serious "karma" aspect to it.

It will have two positives, it will get people who are antivax to wear a mask when they go out, and it will epidemiologically speaking, neuter them from this plague
