Licensing is a civil matter and would not be protected by a pardon.

are, that it only applies to a federal crime, it is not applicable in the case of impeachment, and that the person being pardoned must accept it for it to take effect.

That’s all the Constitution and established law says.

Sure, anything can be challenged in court, but there is nothing that says a president’s pardon is invalid if it’s a way of covering his own ass (see W Bush’s commutation of Scooter Libby).

He will pardon all three of Ivana’s kids, his entire campaign team, the whole cabinet...basically, anyone who’s been within 20 feet of Trump the last four years. It’ll be like that Oprah episode where she gave a new car to everyone in the audience.

Unfortunately he can’t pardon himself, and getting a pardon also means you don’t get to refuse to testify. All those people Trump pardoned will be required to help put Trump in the Crowbar Hotel for the rest of his useless life.

17. Can a pardon be pre-emptive?

If pardoned before indictment, it is proactive immunity, not a pardon. Is that legal?
