Why didn't Barr stop this pardon investigation?

He said he had to approve of any investigation into the Administration.

It couldn't be ethics or fidelity to the Law.

The problem with trying to be a corrupt head of an organization full of lawyers is that the cats you are trying to herd are potentially annoying pe[n]dants.

So they may not have told him.

With the incoming Biden admin in case his current boss fails to pardon him meaning that if he, trump doesn’t pardon him, Barr will sing to Biden DOJ. Thus today’s development could be a shot fired across tRumps bow, a warning shot with a clear message- pardon me or else.

He would be very guilty if he DIDN’T let an investigation take place.
Or, as someone else suggested, maybe it doesn’t involve trump, so they see no reason not to actually follow the law.

Following the law is not their default setting.

in this country knows that Trump is corrupt and easily bought. It could be anyone, i.e. someone connected with his gang of thieves, or someone who isn’t but has connections and enough $$ to try.

As Trump would say, what does s/he have to lose?

What about Ghislaine Maxwell? He sex crimes would repulse Barr.

Or he may draw a line at pardons for bribes.

isn't Trump's WH then it makes more sense that Barr would let it happen, especially in the context of the recent Durham stuff

Barr is so heinous I wouldn't ascribe any noble purpose to his actions unless proven otherwise
