As an employer I would be wary of any requirement to get the vaccine as a condition of employment.

However, from my anecdotal experience; especially at the large gym, pool, etc, complex that I belong to - only required compliance seems to work. We have high school and college students, all age groups through seniors, all sorts of occupations.

When stricter requirements were required, patronage did drop off a bit. Much better peer pressure at say 80% type compliance and effectiveness, than at say 60 % compliance levels.

You either stay current on your shots, or you don't work. Exceptions for those who have reactions to a particular shot, or on religious grounds. In previous years, those excepted from flu shots were required to wear masks all day through the flu season. I agree with the policy, even if it does mean the potential for an ER bill due to my passing out most of the time after I get a shot.
