What is vote counting in fractions? It's the latest conspiracy theory from my sister

But I'm not finding much info on it or have even heard of it in any of the attempts to overturn the election results. Help me out.

Are there claims of fractional counting happening in one of the states or something? I understand the capabilities of a computer and the different number systems, and that you can make it count however you want, but is that happening on its own, or are people trying to use what is a basic function of a database (counting in fractions/decimals) as a means to cast suspicion on the process?

Pathetic grasping at straws. They'll do anything to keep their precious, and there are plenty of grifters around. The idiots will keep throwing their money into the bottomless pit. I guess they have been trained well; televangelists have been fleecing them for decades.
