two states because the court has original and exclusive jurisdiction over disputes between two states. It doesn't mean they'd have ruled in Texas' favor.

it doesn't mean much because those two have always been of the opinion that the court is obligated to hear all cases arising under their original and exclusive jurisdiction (like disputes between two states). It doesn't mean they'd have found in Texas' favor.
