Ivanka is definitely tilting her head so she can see past Melania’s head and she acknowledges eye contact by raising her eyebrows in mutual approval of the situation. It’s a gesture that has a specific meaning of approval.

Trump probably blew her a kiss too which would wipe the smile off Melania’s face. There’s volumes happening in those split seconds.

and I've heard different versions. One was that he supposedly turned around to thank some but told Melania "Not you" which caused that reaction.
