...perimeter alarms & many have a camera somewhere covering every square inch of the outdoors, and some Ares indoors.
These are usually just recorded the workers there, but the cameras are running.
The large facility of the company from which I just retired had 16 of the cameras on 18" flat screens that were physically monitored 24/7.
If those people can work with the cameras on all the time, so can cops.

that they can't serve in law enforcement again, then there are, by definition, no 'good' cops...

No matter how many kids a cop has, no matter how loving a husband he may be, no matter what a swell guy everyone at his church thinks he is, he is still capable of atrocity. And if he commits atrocities, he's a criminal. Bottom line.

we have no way of knowing what sort of cop that particular one is. What are the potential consequences for guessing wrong?

It's always safest to assume that we're dealing with a racist, violent, and dishonest cop, whose colleagues and supervisors will cover for them no matter what they do.
