Anyone with a keyboard can do it. Just make up some outrageous conspiracy about election fraud (or whatever the issue of the day is), post it on a fringe right-wing message board or Twitter, and it will quickly filter up to some far-right website like the Gateway Pundit, then to right-wing TV, and soon a right-wing politician will be repeating it as fact without verifying whether it's true. It's a pattern we've seen repeated numerous times in the last month and a half. I suspect the Russians have noticed this.
