Has Congress Actually Adjourned?

They don't usually do that, but just go into recess. If they haven't adjourned, then Trump can't use the pocket veto.

If he doesn't sign a veto, the bill becomes law in 10 days. That's just his style. He trashes the bill in public, but doesn't actually veto it, so it becomes law without his signature.
