If Dumpster wanted to create real havoc, he would leave 2 - 3 weeks early

Everybody in his administration leaves and goes home. The president, VP, all of the secretaries, WH staff, everybody just leaves, but doesn't submit written resignations. What happens? Does Pelosi become the president but without any staff and cabinet?

1. That's pretty funny

But maybe it's on someone's bingo card.

If so, then this information would be helpful

3 President Pro Tempore of the Senate Chuck Grassley (R)
4 Secretary of State Mike Pompeo (R)
5 Secretary of the Treasury Steven Mnuchin (R)
6 Secretary of Defense Christopher C. Miller (R)[3]
7 Attorney General William P. Barr (R)
8 Secretary of the Interior David Bernhardt (R)
9 Secretary of Agriculture Sonny Perdue (R)
10 Secretary of Commerce Wilbur Ross (R)
11 Secretary of Labor Eugene Scalia (R)
12 Secretary of Health and Human Services Alex Azar (R)
13 Secretary of Housing and Urban Development Ben Carson (R)
- Secretary of Transportation Elaine Chao (R)[4]

2. Amusing, but no chaos would ensue.

Pence would take over, and if not him, Nancy Pelosi. No need for cabinet and suchlike for a couple weeks. Worst case scenario, Nancy Pelosi would ask Joe's transition team to send over the nominees as a pro-tem cabinet, just like Dump has been doing with his recess appointments. It would actually be much, much quieter even if Pence took over.

3. He would still be President, unless he actually resigns the office.

The President does not have to be present in Washington, DC. Trump could go to Merde-a-GoGo and stay there until the inauguration. he would still be President. He could tell his entire staff to go home and not come back, and Trump would still be President.

Unless he resigns, he remains President until Noon on January 20, 2021.

6. He would still be President, unless the 25th Amendment

is invoked. However, if everyone left, there would be nobody to form a majority of the Cabinet for that.

The President is the President, constitutionally, unless he resigns or is removed. Neither fits the description in the OP. Even in Russian, he would be the President until January 20.

The Constitution is quite clear on that subject. I really suggest a thorough, close reading of the document, at least once a year, by anyone who wants to make pronouncement that involve the Constitution.
