Fiscal responsibility (blah, blah) probably made him want to vote no, but he was unlikely to let the trump enablers win.
He's in public conflict with a few Rs in the House.
If nothing else, he's pretty tough and he wasn't going to be pressured into a no.
Just speculation. I couldn't find an actual roll call of the vote.

(82,849 posts)Unfortunately, his district is competitive enough that keeping even a lousy Democrat like Schrader in office is preferable to whatever candidate the Fifth District Republicans might urp up. I'd like to see Fifth District Democrats do better, though.
