It is up to the States to distribute the vaccines once brought to the designated areas by the Federal Government. We have not only developed the vaccines, including putting up money to move the process along quickly, but gotten them to the states. Biden failed with Swine Flu!

A) According to multiple sources, including PolitiFact, then vice president, Biden wasn't in charge of dealing with how it was handled. Obama relied on actual experts who knew what they were doing.

B) Saying that Biden, or even the Obama admin, "failed" is a HUGE projection on Trump's part and would be laughable except that over 330,000 people have DIED in the US mostly because Trump lied, blew things off, riled his cult twits up to fight against the masks and social distancing that SAVE LIVES and seriously played the crisis down.
According to the CDC, the stats in the US from the 1 yr Swine Flu run were:

From April 12, 2009 to April 10, 2010, CDC estimated there were 60.8 million cases (range: 43.3-89.3 million), 274,304 hospitalizations (range: 195,086-402,719), and 12,469 deaths (range: 8868-18,306) in the United States due to the (H1N1)pdm09 virus."

Meanwhile, according to the CDC, Trump and the GOP reps craptastic lying and misleading has lead to this COVID stats:

"19,232,843 +176,974 New Cases" (as of this moment) and CLIMBING - current "TOTAL DEATHS
334,029 +1,783 New Deaths" - "DEATHS IN LAST 7 DAYS 15,480"

So... In the last 7 DAYS more have DIED in the US from Trump's horrendous COVID response than died in the whole YEAR the Obama admin fought the Swine Flu until it was under control.
