1) if the senate refuses to take up a bill from the house in 30 days it goes back to the house where a 60% majority can bypass the senate
2) if a bill bypasses the senate and is vetoed the veto can be over ridden by a 2/3 vote in the house. the senate which didnt vote in the first place is bypassed
3) the senate must give an up down vote to any presidential nominees within 60 days. after 60 days have passed the nomination is automatically brought to the floor for an immediate vote on the next senat ebusiness day

(14,075 posts)any bill can come to the floor on 50% vote. Convince half the Senators and a bill gets consideration and a vote.
senate has 60 days to vote on any nominee.
after that its considered to have refused to make an objection.
just like when the president allows a bill to become law without their signature. so there is procedural precendent.
