Most measures are brought to the floor by unanimous consent, but when this consent cannot be obtained, a motion to proceed to consider can be used to accomplish the same purpose.

It's only been done 28 times without consent of the majority leader. He needs to bring it up. Point out that Mitch Mcconnell did it in Oct. of 2013. Note the precedent. And then do it.

All motions made during the first two hours of a new legislative day to proceed to the consideration of any matter shall be determined without debate, except motions to proceed to the consideration of any motion, resolution, or proposal to change any of the Standing Rules of the Senate shall be debatable. Motions made after the first two hours of a new legislative day to proceed to the consideration of bills and resolutions are debatable.

Senator Sanders may well be doing it! 3PM puts it in debate territory, in which case cloture can then be invoked by any Senator. Let's do this Senator Sanders!
