Trump is setting him up as the ultimate fall guy, and when Pence doesn't leap up and somehow make Trump the winner of the election in the next few hours (Trump has just told the rally crowd that he has the power to do this), he will be thrown under the bus so fast it will be a blur.

Pence has knelt before Trump for four years watching him stab loyalist after loyalist in the back and saying nothing. He must have seen this coming, but he never for one moment stopped shining Trump's shoes. Now he's going to get both of those shoes in the face.
