Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit

So obviously the officers of executive departments is referring to the Cabinet....but does anyone know what of such other body as Congress may by law provide?

...and to do it now would require Trump's signature.
