and every police officer should undergo a background check similar to those required for handling classified national security material.

And police officer found associating with one of these gangs should be relieved of their duty.

It is like finding out that NSA employees have undisclosed connections with hostile foreign governments - they would be unemployed and likely charged with a crime very quickly.
