Gitmo is a much larger base than most people realize, can easily handle maybe up to 10k prisoners and the required guard/support/medical staff.

Release everyone in jail on possession charges & anybody convicted of dealing pot under 1 ton.
That frees up a lot of prison space.
Let them see if they like privatized prisons from the inside.
