Trumpy encouraged these people to show up on that date, planned it with the help of others, and gave a big rally where he told them to go to the Capitol. It was orchestrated, not allowed to happen.

they were ready to go but Trump's department of defense would not allow them into DC. Governor Hogan tried to send the maryland national guard and it took hours to get authorization ftom the dod to send them across state lines

Thats another case for DC being a state.
