Moreover, even if DC became a state, the capitol grounds would still be federal territory.

Also I think an incitement to riot would be a hard case to prove in the legal code. It is the combination of Trump's position and the speech which makes it impeachable. Also his response to the violence when he had a duty to respond as the President. All those are reasons for removal.
