The inauguration does not have to be in-person public. It will absolutely as legitimate if it is done remotely. Some say it has to be in person in order to convey a message of strength. The biggest message to result from that will be one of total chaos. A remote inauguration would not be weak; it would be smart!

Investigations and prosecutions will not stop. Arrests will continue. Even if the inauguration is held remotely, the police/secret service/national guards will still need to be in DC. The State capitols will also need protection.

A remote inauguration will at least reduce the number of casualties we can expect. It may even discourage the size of the terrorist response.

An in-person inauguration would be reckless and unnecessary.
