People will vote no to end debate because they don't want to do the final hard vote, but in the end they will. For instance the stimulus/budget bill ended debate on a partisan vote, but was strongly bipartisan on the final vote.

In this case, the current Resolution (H. Res 41) is to take up the actual impeachment bill (H. Res 24).
