He's wearing a mask because he doesn't want his pay docked. Nancy Pelosi said that people not wearing masks on the floor would be fined AND that it would come directly out of their paycheck so they can't pay for it with campaign funds or other sources. All this proves is that Jordan only cares about himself and his money.
