Notice the wording: "rule change mandating fines for Members who refuse to follow new screening protocols for the House Chamber" and "imposing fines on those who refuse to abide by these protections."

This is obviously meant to cover not just walking through the sensor but behaving properly if the sensor is set off or if they are found carrying something they shouldn't be. It is a shame they have to vote on a rules change for this, but good for Pelosi for making the little babies behave.
