That includes all military assets and federal lands. Plus, a state can't just secede on its own. It requires congressional approval and likely a constitutional amendment.

Add to that the nuclear arsenal is NOT under state control. It is under control of the dod and the dept of energy, and they can't just seize it and self launch anything.

Sorry, that is just a declaration of civil war, and one that is not likely to end well for the politicians who vote for it.

From August 1974 to March of 1976 when IBM had the software contract with the Federal Government . The nickname of the facility by IBMers was "Nixon's Pyramid".
