What if the national guard on the streets is part of a bigger plan? (Heavy Star Wars SPOILERS)

Seeing all the soldiers on the streets and everything going on reminds me of Star Wars Episode 3. What are the chances that someone issues Order 66? I can easily see McConnell going full Palpatine rage while liberty dies with thunderous applause.
